There's a few things that jumped out at me when reading the switch-back story.
It really sounds like he tried to put Rails on top of his existing 95 table system. (1 system containing 95 tables is a red flag in my book, but that's what they got.) Which is way outside of the Rails sweet spot. Rails is a framework for developing web applications, not redo-ing the UI of a monster database.
